National Popular Vote

Total bullshit.

First Congress must approve of the pact/agreement/whatever among the states. It's in the Constitution.

Second THERE IS NO POPULAR VOTE for President. It's NOT in the Constitution.

What people vote for in the "presidential" election is members of the Electoral College. The legislature of each state is empowered under the Constitution "appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." So the People vote are SUPPOSED to vote for persons to be Electoral College members NOT for the persons to be President and vice President. The ELECTORS make THEIR choice NOT the choice of the People and the States do not have legitimate authority to require EC members to vote in any particular way.

Why is this so? Because the Framers or Founding Fathers considered the process of choosing a President very carefully. They considered letting Congress choose and decided Congress would be too self-interested. They considered letting the People choose and decided the People were too easily fooled by demagogues. So they created a hopefully independent, wise, and knowledgeable Electoral College wherein persons who actually knew who would be a good President would make the choices.

Do not be fooled into thinking these changes are for the benefit of the People. These changes are going to be used to hold power, to expand power, and to exercise power over the People. Beware and be wise.
